 Passport  and Consular Miscellaneous

 
 
 Following services are available:
  1.  Issue of New Passport.
  2.  Renewal of a Short Validity Passport.
  3.  Issue of duplicate passport (in lieu of lost or damaged passports).
  4.  Adding pages to a passport (issue ofan additional passport Booklet).
  5.  Issue of a new passport booklet due to a) change of name.
  6.  
    1. Change of surname.
    2. Change of appearance.
    3. Change of date of birth or place and any other information endorsed under the laminated portion of the passport.
  7.  Issue of Emergency Travel Documents.
Issue of new Passport

An application for a new passport can be made before SIX months of expiry of the old passport.
Requirements for issue of a New Passport:

  1. Duly completed application form filled in BLOCK LETTERS in expanded form using black or blue ink only.
  2. Four latest,identical PP size photographs depicting the applicants front pose against light background.
  3. Where the Passport has already expired for more than one year, the applicant should submit an affidavit.
  4. Vietnamese Work permit/Residence permit/Letter from Employer etc.
  5. Current passport.
  6. Fee  (see schedule).
  7. Applicants applying for a new passport or additional booklet are required to submit a photocopy of marriage certificate , in case the name of their spouses have not been included in their respective passports.
ISSUE OF AN ADDITONAL PASSPORT BOOKLET
This requires the issue of a new passport booklet and is returned along with the old passport. For this service, the procedure applicable for the issue of a new passport as mentioned above is to be followed.
Passport for a minor
Every child should have a separate passport. The applicant should complete the formalities as applicable for the issue of a new passport as mentioned earlier. The child has to sign or put a thumb impression (as applicable) on the application form which should be duly counter-signed by the parents or legal guardian. In addition, a declaration is to be submitted duly signed by the parents.The validity of such a passprt  (for children under 18 years) will be for 5 years only . If the child’s name has been endorsed on the mothers passport, then the mother also has to fill in a misc. services form requesting deletion of a child’s name from her passport.If the child was born in Vietnam, the original birth certificate and parent’s passports with a photocopy of each are to be submitted with the application form.
Duplicate passports (in lieu of lost or damaged passports).

The application is to be submitted with the following documents:

  1. “Application form”  (one copy).
  2. Copy of police report.
  3. Six PP size photgraphs.
  4.  Fee  (see schedule).
  5.   Affidavit.
  6.   Photocopy of the previous (lost) passport.
  7.   Photocpy of Vietnamese Residence permit, Driver Licence,Employers letter, etc &
  8.   Application on plain papeer giving reasons for the loss of passport.
Change of name /surname.
  1. The change has to be first advertised both in India (in an English language daily circulated in the area of your permanent residence  and in and English language daily of Vietnam.

  2. The original newspaper clippings.

  3. Court Order  issued by a judicial officer not below the rank of a FIRST CLASS MAGISTRATE in India  OR  an Affidavit by the applicant.(process for the issue of a new Passport will be followed).

Change of name / surname after marriage.

(This requires the issue of a new passport booklet )

  1. Duly completed  “Application for an Indian Passport”.

  2. Original  & Photocopy of Marriage / Divorce certificate.

  3. Fee  (see schedule of fees).

  4. Photocopy of husbands passport should be submitted if wife’s name is already endorsed. Otherwise, husband should also follow the same procedure simultaneously. In case either of the spouse is a foreign national only photocopies of Marriage certificate and foreign passport should be submitted with the application form.

Change in apperance
This facility vcan ba utilized where  there is a significant difference in the appearance of the applicant in the passport (Infant/Child, Turban and Beard etc) In case of turban, non-turban and vice versa, an affidavit must be submitted. (The process for the issue of anew passport booklet will be followed )
Change in date of birth / place of birth
Allowed only on the production of a court order issued by a judicial officer not below the rank of FIRST CLASS JUDICIAL MAGISTRATE in India
Emergency travel document
An Emergency Certificate (one-way travel document) which authorizes an Indian citizen to enter India, is issued to individuals who have lost their passports or their passports have been stolen or damaged and to whom new passports cannot be issued without approval from India. This document is issued primarily with the objective of ensuring the applicants return to India in an emergency. “Application Form for an Indian Passport” is to be used.
